United we stand: Medical graduates with degrees from outside India holding a protest rally in New Delhi on Wednesday over denial of work in the country by the Medical Council of India.

NEW DELHI: Indian medical graduates who have studied in Nepal, Russia, Mauritius, Ukraine and China held a peaceful protest rally on Parliament Street here on Wednesday stating that the screening test that they have to pass to be able to work in India is “too tough and of the post-graduate level”.

Demanding that this be reviewed by a panel of experienced doctors, the protesting students said that over the years the standard of the exam had been raised to the post-graduate level which made it difficult for them to qualify.

The Medical Council of India had ordered the screening test for MBBS-level graduates who have obtained their medical graduate degrees from outside India and now want to practise in the country. “We sought admission to different foreign medical universities for the simple reason that sufficient seats were not available in Indian medical colleges and private Indian colleges ask for high capitation fees besides the money required for completion of the basic course,” said one of students participating in the protest. Many other students complained that there was no transparency on the part of the National Board of Examinations regarding the screening exam and its standard. “We doctors return to India with a vision to serve the country unlike the graduates from our own country who graduate from premier Indian institutions and render their services to the more developed countries,” said one protester.

New Delhi: When 26-year-old Shashi Kumar enrolled in the MBBS programme at the Kazakh National Medical University in Kazakhstan in 2001, little did he foresee the problems he would encounter once he returned to India to practise. Despite three attempts, Kumar failed to clear the screening test for foreign medical graduates (FMG) and is set to appear for it again in September. It is mandatory for FMGs to clear the screening exam conducted by the National Board of Examination (NBE) in order to register with the Medical Council of India (MCI), a must for practising in India.
Kumar is among thousands of others who have not been able to clear the screening exam despite several attempts. The doctors claim that the questions asked in the exam are meant for postgraduate students. ‘‘The screening exam is to test a doctor’s basic knowledge about medicine. But the questions asked are very tough. We are not appearing for a competitive test. The poor pass percentage of FMGs speaks volumes about the examination pattern,’’ said Kumar.
Upset over the selection process, over 400 FMGs protested at Jantar Mantar on Wednesday. ‘‘They don’t allow us to take the question paper with us after the exam. The result, which is declared that very day, doesn’t have the marks obtained by candidates. Why don’t they reveal our marks? We should know where we stand so that we can prepare better next time. When we asked the NBE for marks, officials asked us not to argue and prepare for the next exam. It is so hard to believe that most medical graduates are not able to get 50% marks, which is minimum cut off, in the screening test,’’ said Sidhartha, who did his MBBS from St Petersburg State Medical Academy, Russia.
Unlike in India, the MBBS course duration in most countries like Russia, Kazakhstan and Ukraine is seven years. And students have to pay nearly Rs 25 to 30 lakh for the degree. ‘‘On one hand there is acute shortage of doctors in India and on the other when we want to come back we are discouraged. We are not even given a fair chance to prove ourselves. A lot of us are simply wasting time, hoping to clear the screening test one day. Even after clearing the NBE screening exam we get temporary registration with MCI and we have to do one year of internship free of cost. We are ready to work in PHCs,’’ said Satish Sharma, who did her MBBS from People’s Friendship University, Moscow.
For the medical graduates, repeated failure only adds to their frustration. ‘‘If we go back to the countries where we studied, we will be given good packages. The starting salary in most European countries is between 2000 and 4000 euros. It is so demoralising to see that our own country is not ready to take us back,’’ said Radhika, who graduated from the University of Latvia.
Ketan Desai, president, MCI, said: ‘‘We have no role to play in the screening process. We just give registration to those students who clear the NBE exam.’’ However, other MCI sources said a large number of students do not clear the screening exam due to two reasons. First, the quality of education is not up to Indian standards in most foreign countries and secondly, most students study MBBS in the language of the country from where they have got their degrees from. ‘‘It is difficult for them to crack the screening exam as the medium of teaching is not English. So for them it is like preparing for MBBS all over again in a different language,’’ said a senior MCI member.
However, the graduates disagree saying that NBE doesn’t have a fixed syllabus for the screening exam. ‘‘We have to study 19 different subjects. In US and UK, there is a fixed set of subjects which students have to study,’’ said Radhika. Despite repeated attempts for two days, Times City could not speak to executive director of NBE Dr A K Sood.

Hi friends...2 days before 27 sep 2009 i gave mci exam.they allow students to take carbon copy and have shown percantage of marks in results but the exam was pretty tough we were studying in delhi on diams.all of my friends were failed in this exam just 1 or 2 of my friends got 150 ans correct as luck by chance on the other hand all my friends who have studied a lot and hard worked to crack this were failed by 143,144,142,140,149,146,132,107 out of 300.now see friends they dont even promote those students who got 149.see student with 150 will join intern in january and a student with 149 will back on books................friends this level of exam is not for screening level test.......so all the best.one thing i have learnt we have to n have to study well and wait for our better luck too.....

If they want to check the standards of doctors working in inda, i think they shud also check the standards of those graduating from private colleges, as i know many many classmates of mine who got into private colleges and have graduated, but are definitely not of the so-called Indian standard.
    .It just seems unfair that FMGs are REQUIRED to write an exam, whereas Indian graduates are not.

MCI makes law to lower the fees of these private medical college for the benefit of student.Why don't they eliminate reservation for st/sc? It seems all the system in India is dead.   16. i finished my MD in Russia in 2006,i tried to give this fmg exam for 4times and was fed after failing continously.I went to UK,did my PG got first mark in my department.came to india wrote fmge again on march 28 2010,result is fail.am fed up of this exam.i heard about RMP registration and heared that a doctor who studied medicine from ourside india can skip fmge for registration if done PG.but i dont find any proof for that.many of my friends are still struggling with the exam and not even done pg,as its not possible in india to do pg without permanent reg. number.Do any of you have any information details about RMP and PG doctors registration in india.please let me know.my parents are old enough and they are so sad that i have no license to work in india,please help me brother and sister,thank you.

    Like you, I am also foreign passed MBBS doctor. I remember when we went to study abroad (in 2001), there was a law of MCI that students passing from specific medical universities in abroad will not have to sit for any screening test. Then why suddenly they changed this law? They cancelled that thing and made it compulsory for everyone to sit for screening test.
    Do you think this is fair with us? Since 2002, the students going abroad for medical qualification have signed the agreement with MCI that after returning back to India, they will sit for exam. Then MCI should atleast exempt those students who went for studying by 2001 (before this law was made).
    Don't know if there is any hope for this, but MCI and govt. of India should think on this matter. This is back stabbing. If this happens with us, this can happen to anyone, to their family children also. Today they have banned foreign degrees, tomorrow some other qualifications will suffer the same.
    If they think MBBS degrees in Russian countries are not up to the satisfactory standards, then why dont they make such a law that who ever will go to those universities will not be allowed to practice in India. These are those medical universities which were having recognition from MCI until 2001. Then what happened suddenly?
    May this messages reaches MCI and they can think what they have done.

    I am a doctor from Russia, I appeared for and cleared the FMGE examination in september 2010! However as a person appearing for the exam for the first time it is very difficult to know what type of questions to expect..I see no reason why the paper cannot be given or printed somewhere on the NBE site or somewhere. Also answers should be given because lots of controversial questions appear time and again.
    Also I agree with the person above who said that the screening test should be applicable to the graduates from India too! If it is so much about the standards then they should standardise the exam like USMLE wherein every student irrespective of the country of primary qualification has to appear for the exam!

  23. all private the medical collages in india specially in south belongs to politicians thats the reason they[pol.]do not interested to make a law to erridicate screening test for fmge they got much of money as well as the beurocrates. everyone is currupt in this deppt. the future of fmges are in dark they r frustated there is no work for them they ruined a golden period of their life & hard earned capita of their parents but all in vain there is every "desai"on the seat of nbe & mci making killos of gold crores of rs.nbe charging at least 10 crores as examination fees every 6 month even exam.centres r only in delhi why they pass u?can any one believe a dr. who studied for 6-7 years could not got 50% marks in s.test what is the level of test? i request the concerned minister to keep mercy on those fmges & make some way to easier the axam. otherwise make some law to stop student to go outside india for medical studies.dr.madhukar.

  25. pls read ::dont leave this matter here make this big issue then only govt or m.c.i give you a small look on your prob you have to turn north and south indian media bcoz a small prob never get solution until it known to everyone ex.in a.p jr.doc call for protest/strike so many times for ther problems stipend for ther future see newspapers anna hajare .strike on neet exam due to large protest the govt self postponed that matter then m.c.i may change and from next exam u may continue as inturn in your country. its helpful for future generation

    2) next is 149 ppl get stuck there and those ppl have again go back to the same pain wat the hell, no1cant judge any1 by 1mark.
    3)should not take 5000 for the fee ,no exam of india is so much so why da hell we will pay
    4)before2002 der was no mci ab kya ho gaya ab q daye hum tab galat tha k ab answer nahi hai

    1. These medical colleges abroad provide english medium base irrespective of the national language.that is the reason why they approve them.
    2. Which standard are you talking about.what about those pain medical setes in indian medical colleges.why should they be saved from apperaing in the screening examination.
    3. If you have these myths abouy abroad so please visit those colleges n compare medical education urself. Simply increasing the level to PG exam wont make us weak.we will still show you how competent n able we are.its already evident.students who graduate from abroad are much more compitent then any medical students of india.
    4. Stop this injustice and please accept whats truth and stop harrasing thousands of aspiring doctors in the name of FMGE AND LET US ALSO SERVE OUR MOTHERLAND.

Medical Admission in Ukraine is that the terribly ancient in Asian country therefore metaeducationindia providing the admission one in all the foremost effective and intensely previous ancient destination countries for international students to review medicine.   34. hi friends, for everything, there is a reason. the reason behind the problems of FMG's is, here nobody is concerned about the standards of the student or the college. all they need is money. many colleges in india have least standards when compared to the colleges in russia, china and ukraine, but the fee structure for 5 yrs duration is much more higher. MCI is not concerned about that.
    1) the medical college managements want money, they all form a union and rise the fee. they spend minimum on infrastructure and keep the surplus amount for themselves.
    2)the ministers get money from the managements for sanctions and recommendations, so they wont talk.
    3) The MCI people get lots of money during inspections to approve colleges of poor infrastructure. so they are happy.

    if FMG are made eligible to practice or join in PG courses, most of the students will either opt to join abroad, or the private colleges have to decrease their fee, for which they are never ready.

  36. it is shameful if one of the MCI official says that one of the reason why fmg doctors can't clear the screening test that they study in the medical institutions which are not of standard. he forgets the fact MCI has recognised these institutions for admitting our students. how the MCI can now say that they are not standard. it is better to accept that thereddy is lobbying by private medical institutions in India which controls the screening test results.it is high time that ministry of health should immediately abolish the screening test and save the fmg doctors from frustration
